Can institutional reform contribute to sustainable peace in countries emerging from violent conflict? Constitutional reviews, decentralization reforms or changes of the electoral system are one of the elements present in most peace processes. The international community especially often pushes for such reforms to strengthen state legitimacy and create stronger institutions for the transition. However, the results are not always the expected ones.

This course explores the interconnectedness of the reform processes, the opportunities and risks they may have in complex crises and contexts. The course explains these reforms and highly political interventions aimed at transforming the socio-economic and political setup of a country. From conceptual trends to policy and practice, the course tackles questions surrounding legitimacy, timeframes and sequencing, inclusivity and representation, amongst others.
