Launch of the World Observatory on Subnational Government Finance and Investment

The largest international knowledge repository on subnational government structure and finance aims to increase knowledge and dialogue on multi-level governance and subnational finance with the benefit of qualitative and quantitative data on subnational expenditure, investment, revenue and debt.

The third edition of the OECD-UCLG World Observatory on Subnational Government Finance and Investment (SNG-WOFI) was launched on 24th October in the OECD headquarter in Paris. The hybrid conference aimed at increasing knowledge and peer learning on multi-level governance and subnational finance around the world and highlighted current challenges with the benefit of qualitative and quantitative data. The Observatory includes a fiscal database that covers dozens of indicators on subnational expenditure, investment, revenue and debt as well as on subnational government organisation and reforms. The conference featured presentations and roundtable discussions on the key findings of the SNG-WOFI, covering 135 countries across the globe.  

The multi-stakeholder initiative  promotes dialogue between international organisations and representatives from governments  and monitors the implementation of the SDGs. Other objectives are to support policymaking at all levels of government and to enhance multi-level governance and decentralisation frameworks.  

The SNG-WOFI was first launched in November 2017, as a joint endeavour of OECD and UCLG and is the largest international knowledge repository on subnational government structure and finance. The third edition was supported by several partners, including the Asian Development Bank (ADB), the French Development Agency (AFD), the German cooperation (GIZ), the United Nations Capital Development Fund (UNCDF), and the Development Partners Network on Decentralisation and Local Governance (DeLoG).
