Course: Conflict, Rule of Law & Local Security (The Hague Academy for Local Governance)

When: 8 - 21 November 2023

Where: The Hague, Netherlands

Apply by: 29 September 2023

Conflict and its various forms — interstate war, intrastate rebellion, armed militias, violent extremism or social exclusion — has a huge impact on communities at the local level. Understanding the root causes and drivers of conflict is one of several steps necessary to ensure local security.

This course discusses the prevention of conflict, promotion of the rule of law and security from a local perspective. Through conflict and stakeholder mapping exercises, we will analyse the root causes and drivers of conflict. We will also discuss the international legal frameworks and experiences with Security Sector Governance and Reform (SSG/R). Furthermore, we will explore how local authorities can work on community security, inclusive economic development, the reintegration of former combatants,  and the prevention of gender based violence, to contribute to stabilisation, social cohesion and sustainable peace. We will discuss case studies from various post-conflict countries, and learn how to develop and implement a local security plan.
