The DeLoG Network Calls for Transformative Change in Local Government Representation at UN- Read the Joint Statement
The Development Partners Network on Decentralisation and Local Governance (DeLoG) today released a landmark Joint Statement calling for fundamental changes in how local and regional governments engage with United Nations processes. The statement comes at a critical juncture as the international community grapples with implementing global agendas on climate change, sustainable development, and urban resilience.
In its comprehensive statement, DeLoG highlights the current paradox where local governments, despite being at the forefront of implementing international commitments, lack formal recognition within the UN system. "Local and regional governments are not merely beneficiaries of development results but active agents of local transformation," the statement emphasizes, pointing out that these authorities currently hold the same status as NGOs in UN processes.
The network's call to action builds on recent momentum, particularly the success of including Action 55 in the UN Pact for the Future, which mandates the Secretary-General to provide recommendations on engaging local authorities to advance the 2030 Agenda. DeLoG's statement pushes this achievement further by advocating for three key reforms:
First, the establishment of formal mechanisms for regular consultation with local government networks in UN decision-making processes. Second, recognition of local governments' unique role in implementing global agendas, backed by appropriate resource allocation. Third, support for capacity-building initiatives to enhance local authorities' effectiveness in global processes.
"By strengthening the engagement of local and regional authorities in UN processes, we can ensure more effective, inclusive, and sustainable solutions to global challenges," the statement declares, setting a clear vision for the future of global governance.
Looking ahead, DeLoG identifies COP29 and the 2025 Financing for Development Conference as crucial opportunities to advance this agenda. The network commits to actively promoting development effectiveness through policy dialogue, knowledge exchange, and partnerships, while providing thought leadership in critical areas such as Local Finance, Gender, Local Democracy, and Local Resilience.
The Joint Statement represents a significant step toward reimagining global governance structures to better reflect the critical role of local authorities in achieving international development goals. As the world faces increasingly complex challenges, DeLoG's vision for enhanced local government engagement offers a practical pathway to more effective and inclusive global solutions.
